Yi-Ning Katherine Chen (PhD, The University of Texas at Austin) is Distinguished Professor of Communication, and the Dean of College of Communication at National Chengchi University (NCCU), Taiwan. She is also a Board Member of the Oversight Board for Meta.

Between 2014 and 2018, she was on secondment as Commissioner at the National Communications Commission, Taiwan.
